The Second Vision: The Four Horns and the Four Blacksmiths

18 Then I lifted up my eyes and looked, and behold, four horns.

19 And I said to the angel who talked with me, “What are these?” And he said to me, “These are the powers that scattered Judah, Israel, and Jerusalem.”

20 Then the Lord showed me four blacksmiths.

21 Then I said, “What are these coming to do?” And he spoke, saying, “These are the powers that scattered Judah, so that no one can lift up his head; these have come to terrify them, to overthrow the powers of the nations that raised their power against the land of Judah, to scatter it.”
