The enemies of God's people will be destroyed: Jerusalem will be restored to its glory and happiness.


1 Woe to you, spoiler, who were not spoiled, and who deal treacherously with those who did not deal treacherously with you! When you have finished spoiling, you will be spoiled; and when you have finished dealing treacherously, they will deal treacherously with you.

2 O Lord, have mercy on us; we have waited for you; be their arm every morning, our salvation in the time of trouble.

3 At the noise of the tumult the peoples will flee; at your exaltation the nations will be scattered.

4 Then your spoil will be gathered as a caterpillar is gathered; as locusts leap, so it will leap.

5 The Lord is exalted, for he dwells on high; he has filled Zion with righteousness and justice.

6 And there will be stability in your times, abundance of salvation, wisdom and knowledge; and the fear of the Lord will be your treasure.

7 Behold, his messengers are crying out from without; and the messengers of peace are weeping bitterly.

8 The highways are desolate, those who pass through the paths cease; he has broken the covenant, he has despised the cities, and he esteems no man.

9 The land groans and mourns, Lebanon is ashamed and withers; Sharon has become like a wilderness; and Bashan and Carmel are shaken.

10 Now I will arise, declares the Lord; now I will exalt myself, now I will be exalted.

11 You have conceived chaff, you will bring forth stubble; and your spirit will devour you like fire.

12 And the peoples will be like burnings of lime; like cut thorns they will burn in the fire. 

13 Hear, you who are far off, what I have done; and you who are near, know my power.

14 The sinners in Zion are terrified; trembling has overtaken the hypocrites. Who among us will dwell with the consuming fire? Who among us will dwell with the everlasting burnings?

15 He who walks righteously and speaks uprightly; he who casts away the gain of oppression; he who shakes off every gift from his hands; he who stops his ears from hearing of bloodshed, and shuts his eyes from seeing evil.

16 He will dwell on high; the fortresses of the rocks will be his high place of refuge; his bread will be given him, his waters will be sure.

17 Your eyes will see the King in his beauty, and they will see the land that is far away.

18 Your heart will consider in amazement, saying, "Where is the scribe? Where is the paymaster?" Where is the one who counts the towers?

19 You will no longer see that cruel people, a people of speech so deep that it is incomprehensible, and of a language so strange that it is incomprehensible.

20 Look to Zion, the city of our solemnities: your eyes will see Jerusalem, a quiet dwelling, a tent that will not be torn down, whose stakes will not be pulled out, and none of its ropes will be broken.

21 But the Lord will be magnificent to us there, a place of wide-flowing rivers; no boat with oars will pass through them, nor will a mighty ship sail through them.

22 For the Lord is our Judge; the Lord is our Lawgiver; the Lord is our King; he will save us.

23 Your ropes are slack; they could not secure their mast, nor spread their sails; then the prey of abundant spoil will be divided; even the lame will steal the prey. 

24 And none of the inhabitants shall say, I am sick: for the people that dwell therein shall be forgiven their iniquity.
