Deuteronomy 19
To whom do the privileges of the cities of refuge belong?
1 When the LORD thy God shall cut off the nations, whose land the LORD thy God shall give thee, and thou shalt possess them, and dwell in their cities and in their houses;
2 Thou shalt separate three cities in the midst of thy land, which the LORD thy God shall give thee to possess it.
3 Thou shalt prepare the way for thee; and the borders of your land which the LORD your God will possess shall you break in three: and this shall be, that every murderer may stand there.
4 And this is the case concerning the murderer, who is staying there to live: he who by error strikes his neighbor, whom he did not hate before:
5 As one who enters with his neighbor into the forest to chop wood; and when he puts his ax in his hand to cut down the tree, the iron leaps from its hilt and strikes its neighbor, and dies, he will live in one of these cities and live:
6 That the avenger of blood should not go after the murderer, when his heart is hot, and overtake him, because the way is long, and his life is cut off from him; because it is not guilty of death, because it did not bother him before.
7 Therefore I command you, saying, Three cities shall you separate.
8 And if the LORD your God shall enlarge your borders, as he swore to your fathers, and give you all the land that he said to his fathers.
9 (When thou keepest these commandments which I command thee this day to do them, loving the LORD thy God, and walking in his ways daily; then thou shalt add three other cities besides these three;
10 So that innocent blood may not be shed in the midst of your land, which the LORD your God gives you as an inheritance, and blood on you.
11 But when any man hates his neighbor, and lays snares at him, he rises up against him, and strikes him in life, so that he may die and take refuge in any of these cities.
12 Then shall the elders of his city command, and shall take him thence, and deliver him into the hand of the avenger of blood, that he may die.
13 Your eye will not spare him; but thou shalt draw the innocent blood of Israel, that it may be well with you.
